See Rates before submitting an event (even before estimated costs)

I want users to be able to see a list of charges before actually entering a request and seeing the estimated costs. They don't want users to have to go through the whole submission process before seeing that.

Draft Invoice Upon Approval

It would be great if draft invoices were created upon approval instead of automatically sending. This would allow us to review for accuracy, before the invoice is sent to the customer.

Fees by External Orgs

District Admins "Awaiting Payment" status change

The Awaiting payment status should be able to be overwritten by the District admin of the site without having to change the Require Payment before Approval setting and restarting approval on the request.
