Add an events external notes to an invoice

We think it would be useful to have external notes from a contract viewable on an invoice. Sometimes there are additional bits of information that would be useful to view without having to print an extra set of pages.

See Rates before submitting an event (even before estimated costs)

I want users to be able to see a list of charges before actually entering a request and seeing the estimated costs. They don't want users to have to go through the whole submission process before seeing that.

Draft Invoice Upon Approval
