Manage District Settings - Classification allowed bypass

We noticed that when we have a space that is only listed to allow the x classification and you try to do a request on behalf of for a group as the district admin you still cannot see that space due to the classification allowed not being checked.

If there was an option that allowed District admins to be able to book x space that only has y classification allowed, they can still put in the request on behalf of that group since the District admin is doing it.
