Make an individual user phone number required

It would be helpful to make a user's phone number required, as some of our staff needs to talk to teachers/staff about their rentals, and their cell number would be better to have in our records. As teachers do not always have the ability to answer their phones in their classrooms, we could contact them outside of the normal business day about their facility request.
