Space Select all feature enhancement

I noticed that when you are putting in a request and you checked off the Select All button after selecting a site it locks out the frequency from being able to be changed.

At the same time if you manually select all the spaces without checking off Check all, it allows you to update the frequency of the request.

Since that basically is the same function if you could edit the frequency when choosing the select all option for spaces that would be a huge improvement to the request submission process.
