Force Users to View Contract before submitting

Above the contract signature where the users input their signature, the "View" button for the contract would be much more useful if it actually enforced the users to have to open and view the contract in order to submit their request. can that be changed so the file actually has to be viewed/acknowledged in order to proceed?
