Decline Functionality improvement Merged

We discovered that when you had a request in an approved status and we need to decline said request for whatever reason we cannot simply decline the approved request.

Having to restart the approval process on a request, single or in a series, just to be able to decline a request is causing a lot of back and forth within the system.

If we had the ability to just decline an approved request without needing to change the status first, that would be a massive improvement to the system.
