Fully prevent (or allow) requests from moving from Declined to Approved

Currently, it is not allowed in the system to adjust a status of a request from Declined, straight to Approved, you have to restart the approval to get it off of declined, and then approve the request. Would it be possible to prevent "Approve" from appearing in the update status menu when selecting declined events? Or an alternate solution would be allowing requests to be moved from Declined to Approved directly, either works!
