Ability to indicate Holidays for overtime costs

Manage Holidays feature in which the district can indicate what days are holidays on the calendar and apply a different price tier for those Holidays.

Once Holidays are added to the system - the rate tables throughout the system should include an additional column for Holidays (i.e. Weekday, Saturday, Sunday, Holiday). Then the district can indicate the appropriate fees for Holidays.
