Update email options when editing request automatically checked

When an external users edits their request that is in a pending or approved status, the options for who to send the update email too requires the requester to actually check the boxes to send out the update email. This does not happen all the time. It would be ideal for those options to be checked and greyed out for external users so we can ensure we are being notified about the edits they are doing to their pending and approved requests
