We need to be sure people are actually reading the terms and conditions/Rules and Regs so to make checking off that they read a mandatory field would hold them accountable for following the rules.

We already have a checkbox they need to check before they can submit the request around the terms and conditions - You can add a separate field if you would like, but this already exists.
Can you elaborate if you need anything extra around that checkbox maybe?
