Allow Special Characters on Invoice File Names

When files for are uploaded for payment on an invoice and contain special characters, whenever the admin attempts to view the file, they will receive an error encountered message. We either need an option to edit the file name on our end or make sure files uploaded cannot be uploaded with special characters in file names, otherwise development must fix this every time this file gets uploaded this way
