When entering a new request for a permit, do not send all of the communications via email to the outside vendor. If/when it is approved, the facility director can make the outside vendor aware.
We are developing a feature that allows you to disable emails at the user level, which may help you with this use case. Once everything is approved, you can manually send them an email via Action > Send Email.
