Capability to Require Requesters to Request Full Hour Increments of time for Certain Spaces

There are a number of spaces whereby the associated ordinance states - $X "per hour or any part thereof." We would like the capability to configure MasterLibrary to only accept reservations for these specific spaces in hourly increments. This would prevent the booking of these spaces for partial hours and allow us to invoice correctly - full hours.
