Separate "Finalize" from the "Manage District Settings" permission

We have a user in the system who requires the permissions of Manage District Settings, but doesn't need the ability to "approve on behalf of others", but the finalize option is always available to that user. can the system separate that ability to finalize from the manage district settings permission?
