Removing attachments from Single event while status is pending

While looking over the "Editing a Single Facility Use Request" I noticed that if the Request is not in an approved status, an admin cannot remove the attachments from the request.

There are scenarios at my District to where we cannot approve a request without the proper paper work attached to it. So having to approve the request - remove the attachments - restart the approval process again - is not an option for us most times.

Admins should have the ability remove attachments our users put on the request regardless of the status.
