Add "Attach File" area to Additional Group Files like Managed Groups

I noticed that for Additional Group Files the same options to attach a file there for users to download does not exist here as it does for Manage Documents.

Both areas of the site essentially accomplish the same thing with presenting a file to the end user to fill out. Being able to attach said file as an additional group file the same as you can in Manage Documents is the expected functionality we are expecting in the site
