If user is additionally notifed for an Admin Only field, they should see it in the email

Currently, Admin Only fields aren't included in emails, but we can still have users be listed as additionally notified for those same fields. We would like the emails that are sent on approval to include the field information that the user is associated with. The situation is that the fields are edited on after submission by the admin, to have the correct users additionally notified, but they are not seeing the details in email.
