Allow Vanco Payments integration to be disabled per-invoice

For a standard rental, under $300, it is fine for us to accept a small cc processing fee. On larger rentals, upwards of $10,000, the vanco payments integration cc fee is too high and we'd like to require payment by check only.

Please add a toggle for payments through vanco be disabled per invoice.
