Link to Re-approve Groups

When our groups update their insurance, they undergo re-approval. The link in the email should redirect us directly to that group, not the manage groups page.

It would also be beneficial if the Update Insurance Reapproval went to "Classification Approver E-mail(s) :" instead of anyone with the group classification manager permission
