Automated On-Hold Status when allowing requests beyond insurance expiration

Putting all requests beyond a group's insurance expiration automatically to an "On Hold" status would take the pressure off of our approvers to check each request for insurance validity. Especially useful in a multiple request situation: Requests falling on dates with valid insurance go to "Pending" for Approval. Beyond that date should go to "On Hold" until a new COI is submitted, and once the insurance expiration date is updated, those requests should go to a "Pending" status for approval.
