Allow request integration with Arbiter/ical events, like custodial, tables and chairs

When events are synced from Arbiter there is no way to add event requests to those dates. It would be extremely productive to be able to add needs requests to those ical events instead of having to have the event submitted twice. If there is set-up and custodial support I would like those imported events to also allow a user to edit it and request support that can be synced with work orders.
