Separate Locations from Manage District Settings Merged

We have scenario where our Athletic Director and their assistant need to see the site setup for the spaces they manage but we do not want them to have all the other permissions that come with Manage district settings.

If there could be a role permission or a new user permission where we can allow people to see Site/Space and make the necessary edits to their specific spaces that would be a massive improvement to the system and give us more control in the system
