Separate Manage Users from Manage District Settings

A few users in our District needs the ability to view all users in the system but from testing you can only see Users > Manager users if you have the Manage District Settings user permission enabled and we don't want all users to have that level of access that comes with Manage District Settings

If we would have say a View only permission that would allow our users to see User > Manage Users without all the extra admin rights that would be a massive improvement to the system.
