Our internal process is to approver a full user of the ML system only if they book their Cert of Insurance. Is there a way to create a "partial user'. A user that has access to the system, can see the calendar (no information just dates/availability), but they are unable to book any dates until they are fully approved?

Yes, this is possible but you as an admin will need to add them to the system vs using the registration process.
