Adding a "Date to Start Requests" setting under Classifications

This school district has many different classifications where athletic users adhere to a specific "season" and are only able to request events that fall within a specific date range. There is currently a classification setting that exists, "days in future allowed", where admin can have an end date selected, but there is no current setting that exists for a START date for users. Essentially, they want certain classifications to only be able to submit event requests ONLY within their season, with a specific start and end date in the system.

This new setting would say something like "Date to Start Requests" and have a date selection next to it, allowing admins to set a start and end range for users to submit requests.
