Allow requestors to add a space to a reservation without needing the "Manage District Settings" permission. Merged

We'd like requestors to be able to update their own existing reservation to include additional or multiple spaces, without also giving them all the permissions to edit users.

    Hi @Guest We have an idea to allow this already I will go ahead and merge it.
